Calandra Layne is the Defense Information Systems Agency’s Deputy Chief Financial Officer/Comptroller. As a principal financial management executive, she is responsible for the execution and stewardship of approximately $11 billion in annual funding. Her leadership ensures DISA is resourced to provide, operate, and defend the Department of War's critical information network – delivering essential communications support to the President of the United States and joint coalition warfighters worldwide. Previously, Layne performed the duties of Assistant Deputy Chief Financial Officer for the Office of the Under Secretary of War (Comptroller), advising the DCFO on DOW-wide financial statement audits, reporting, policy, and internal control programs. Appointed to the Senior Executive Service in 2021, Layne was the Director for Financial Improvement and Audit Remediation. In this role, she led the department’s audit remediation strategy, enhancing data quality through automation and artificial intelligence. By exercising governance over a more than $1 billion audit support budget, her leadership optimized data-driven decision-making and enhanced mission readiness across the military services and defense agencies. Layne began her federal service in 2019 as the Program Manager for the department-wide Risk Management and Internal Controls Program, where she launched DOW’s first fraud risk management strategy. Before her government service, she was an internal auditor and management consultant, providing strategic solutions to a range of federal clients, including the DOW, Department of the Treasury, Department of Homeland Security, and Department of Transportation. A passionate advocate for excellence in financial management and the development of future leaders, Layne has received the Secretary of Defense Medal for Meritorious Civilian Service and the Office of the Secretary of Defense Medal for Exceptional Civilian Service. She actively mentors young professionals across government, for George Mason University’s Costello College of Business MBA Student Executive Program, and with Association of Government Accountants’ National Leadership Programs. Her work has been featured in the AGA Journal of Accountancy and on the Society of Defense Financial Management Podcast. Layne holds a bachelor’s in accounting from George Mason University and has completed Executive Education at the University of Virginia Darden School of Business. She is a Certified Defense Financial Manager and a certified Project Management Professional.
