James Garrett is the Global Content Delivery Service Program Manager in the Defense Information Systems Agency’s Hosting and Compute Directorate (J-9), where he helps shape GCDS modernization as an enterprise capability supporting secure, resilient, high-performance delivery of applications, data, and edge services. In this role, he focuses on repositioning GCDS as a strategically aligned, operationally credible, and modernized service, with emphasis on performance, cybersecurity, zero trust, customer responsiveness, and future edge compute use cases. He brings more than two decades of information technology experience and leadership and is recognized for combining product strategy, engineering depth, acquisition insight, and mission focus in support of complex enterprise capabilities. Prior to taking over GCDS in early 2025, Garrett served as both the Acting Division Chief and a Cloud Engineer within the HC2 Cloud Engineering Division, where he led highly skilled engineering teams delivering joint cloud and hybrid capabilities supporting the needs of the warfighter. Across his career, he has also served as the J-92 Portfolio Manager, the HaC Integration Team Lead, a member of the Joint Warfighting Cloud Capability PMO engineering team, the Cloud Computing Program Office Engineering Team Deputy, and the Chief Engineer for the Joint Enterprise Defense Infrastructure. Earlier in his career, he held engineering and leadership roles with Defense Media Activity Public Web, where he helped transform Department of Defense’s largest web operations through agile delivery, DevSecOps, cloud migration, and large-scale operational modernization, while sustaining exceptional reliability and customer satisfaction. His experience also includes leadership and engineering contributions to major efforts such as Blue Heron, ATAT, CLOAK, DOD Cloud IaC, and AHI. Garrett is a veteran of the U. S. Air Force, having served 11 years on active duty as a Public Affairs Craftsman. He holds multiple professional certifications, including Certified Information Systems Security Professional, Certified Agile Product Owner, and Certified Scrum Master.
