Mark N. Fox is Chairman of the Three Affiliated Tribes (Mandan, Hidatsa and Arikara Nation). He began public service in 1985 in the U.S. Marine Corps. After earning his law degree in 1993, he worked for the Tribal Legal Department and later represented the Northeast Segment (Parshall/Lucky Mound) on the Tribal Business Council. From 1994–2002, he served two terms as Treasurer and Vice-Chairman. He later served in key administrative roles, including Administrator of the Gerald Tex Fox Justice Center, Tribal Gaming Director, and Tribal Tax Director. In 2014, he was elected to the at-large Chairman position and has since been re-elected in 2018 and 2022, now serving his third term. Chairman Fox is recognized for his expertise in taxation, gaming, energy, and economic development. He has served on multiple federal advisory boards, including the Department of Energy (Fossil & Energy Carbon Management, National Petroleum Council, and Indian Country Energy and Infrastructure Working Group), the Environmental Protection Agency, and the Internal Revenue Service. His leadership extends to numerous organizations, including the Native Nations Board, Native American Athletics Foundation, United Tribes of North Dakota, National Indian Gaming Commission, and the Indian Gaming Association (four-term Treasurer). He has also served as Chairman of the Intertribal Monitoring Association on Trust Funds (ITMA), Chairman of the Coalition of Large Tribes (COLT), and held leadership roles with the National Congress of American Indians. A strong advocate for tribal sovereignty, Chairman Fox has focused on long-term economic sustainability and reducing federal dependency. Under his leadership, the MHA Nation has expanded employment opportunities, increased wages, strengthened infrastructure and government transparency, and enhanced services in health, education, and addiction recovery.
