Kathy Swacina is a strategic and operational leader with experience building, implementing, and operating high-tech business solutions. She has been nationally recognized as an expert in establishing a DoD IT Procurement system and Configuration Control Boards (CCBs). As a Army Deputy CIO, she architected the first data center consolidation for the Army, and the first cloud network in the military. She has provided acquisition oversight for multi-million-dollar programs: HMMWV, night vision googles, tactical radios, laser training system, mortars, helicopter, and multiple DoD IT systems. Kathy has vertical and lateral experience in the Army, Navy, and Air Force, HLS, and DOL leading joint teams. She has written several IT policies and holds certifications as a DoD CIO, PMP, APMP, ISO, CMMI, Six-Sigma, Balanced Scorecard and TQM.
Kathy has her own business Kolibri Strategy, offering IT strategies, business process improvement, capture management and technical writing. She also performs duties as a Fractional CIO for SherpaWerx, Chief Strategy Officer for NXTKey, and a Principal at DeepWaterPoint and Associates. Kathy holds two master’s degrees: one for Military Strategy and Acquisitions, and the other for Computers and Information Management Systems.
