Since joining the Persistent Systems Leadership Team in 2011, Ms. Leslie Hulser has been a driving force behind the company’s rapid growth. She is a globally-recognized expert in Program Management, Government Contracting, Business-to-Government (B2G) relationships – and oversees the company’s portfolio of government and commercial programs, sales, marketing, strategy, and business operations. Along with CEO, Dr. Herb Rubens and the entire Leadership Team, Leslie has set Persistent’s Priority #1 to “…field the absolute best equipment to the Warfighter and First Responder community.” Leslie is a 1999 graduate of Florida State University with a degree in Marketing. She earned her Master’s in Business Administration (MBA) with an international focus from Florida International University, and was her Class Cohort’s Distinguished Graduate. A life-long learner, she has accumulated a wealth of experience in the fields of leadership, human resources, and program and contracts management. She is dual-certified as a Certified Federal and Professional Contract Manager (CFCM, CPCM). Leslie appears on Technology Blogs, such as Armada and Signal Media, engaging on the topics of Technology on the Battlefield, Mobile AdHoc Networks, B2G relationships, and CJADC2. Leslie is a fierce advocate of rapid innovation, acquisition process reform, and speeding technology to the hands of our Warfighters and First Responders so America can stay ahead of adversaries. Recently, Leslie was asked by the National Contract Management Association (NCMA) to serve on a cross-sector coalition of experienced practitioners to improve efficacy in government acquisition. An ongoing effort, this workgroup delivers actionable solutions to Senate and House Committees. Leslie is based in Persistent’s Manhattan, NY headquarters and spends upwards of 25% of her time overseeing business operations in other key Persistent hubs around the Nation in Fort Collins, CO, Ft. Bragg, NC, Cheyenne, WY, Minot, ND, and Great Falls, MT. Persistent Systems was founded in 2007, and Wave Relay® technology was first deployed around the campus at Johns Hopkins University. Wave Relay® is now utilized by the US Department of War, Department of Justice, Department of Homeland Security, allied and partner Nations, and countless commercial users. Wave Relay® is currently TRL 9 in its 5th Generation of product lines. Founder Dr. Rubens strives to provide the best capability to our warfighter by constantly improving the technology which was built to scale and persist under high mobility, contested, and challenging environments. All Wave Relay® products are proudly developed and manufactured in The Persistent Headquarters in New York City. The company has grown to +400 of the best engineers and personnel in the country, many of them US Military Veterans. With +100,000 systems deployed around the globe, Persistent continues to improve the capabilities of Warfighters, First Responders, and America’s Allies and Partners. Leslie is married to an active-duty military officer, and they have one daughter, a senior at UCLA.
