COL Lipscomb was born in Richmond, Virginia. He was commissioned as an Air Defense Artillery Officer at Virginia Polytechnic Institute and State University in 2002. As a junior officer, he served as an Assistant S3, an Avenger and Bradley Platoon Leader, and Battery Executive Officer in 1st Battalion, 3rd Air Defense Artillery Regiment. COL Lipscomb then served during the transition of 1st Battalion, 3rd Air Defense Artillery Regiment to 5th Squadron, 7th Cavalry Regiment where he served as a Troop Executive Officer.
He served as an OPSEC Program Manager, Army Vulnerability Assessment Team Member, and Information Operations Officer on Field Support Teams supporting 5th Special Forces Group and various SEAL Teams. COL Lipscomb culminated his operational service with the 1st Cavalry Division as an Air Defense Plans Officer and Troop Commander.
COL Lipscomb assessed into the Acquisition Corps in 2011 and was assigned to the Army Operational Test Command as a Test Officer. He served as an Assistant Product Manager (APM) for Warfighter Information Network- Tactical (WIN-T), Increment 2 (now Integrated Tactical Network) and APM for Transportable Tactical Command Communications (T2C2). He was nominated to serve as a Department of the Army Systems Coordinator (DASC) for Defensive Cyber Operations, Cyber Situational Understanding, Army Contract Writing System, and Defense Communications and Army Transmission Systems (now Integrated Enterprise Network). COL Lipscomb also served in the Pentagon as a Special Assistant to the Director of the Army Staff (DWARF), Deputy Chief of Staff to the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA(ALT)), and Acquisition Advisor to the Secretary of the Army. He then was selected as the Director and Product Manager of Army Tactical Exploitation of National Capabilities (TENCAP). Following Senior Service College, he served as the Acquisition Advisor to the Under Secretary of the Army. He recently served as the Executive Officer to the Principal Military Deputy to the ASA(ALT). On Aug. 13, 2025, COL Lipscomb assumed responsibility of the charter for Project Manager Intelligence Systems and Analytics.
COL Lipscomb holds a Bachelor of Science in Forestry, a Master of Business Administration, and a Master of Science in National Resource Strategy. He is a graduate of the Eisenhower School for National Security and Resource Strategy, Command and General Staff College at the Naval War College, the Air Defense Officer Basic Course, and the Logistics Captains Career Course. His military awards and decorations include the Presidential Unit Citation, Meritorious Unit Commendation, Combat Action Badge, Parachutist Badge, Army Staff Identification Badge, Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Navy and Marine Corps Commendation Medal, and Army Achievement Medal.
COL Lipscomb is married 17 years to the former Miss Amy Byrne, and they have one daughter, Caroline.
