Chelley Hilmes

Chelley Hilmes is a retired public sector financial executive with more than 34 years of experience in Oklahoma state government. She served in senior financial leadership at the Oklahoma Department of Transportation, culminating in her role as Chief Financial Officer, with progressive responsibilities spanning Finance Manager, Comptroller, and executive leadership. Throughout her career, she improved financial systems and processes, including enhancements that strengthened efficiency and long-term sustainability. Chelley earned a Bachelor of Science in Accounting from the University of Central Oklahoma and is both a Certified Public Accountant (CPA) and Certified Government Financial Manager (CGFM). She has been actively involved in professional organizations, including the American Association of State Highway and Transportation Officials and the Association of Government Accountants, and is a member of the Oklahoma Society of CPAs. She also serves on the Supervisory Committee for Oklahoma’s Credit Union. Chelley and her husband, Brian, reside in Edmond, Oklahoma.
