Kimberly Carder
Deputy Director, Business Operations

Ms. Carder serves as the Deputy Director supporting the Executive Director for Business Operations in the Office of the Under Secretary of War (Comptroller). In this capacity, she assists in advancing Department wide efforts to strengthen the warrior ethos, enhance readiness, and accelerate modernization through disciplined strategy and accountable resource stewardship. She supports the execution of the Department of War’s financial management modernization agenda for more than 50,000 FM professionals and helps oversee talent and acquisition strategy, contract governance, and facilities management. Additionally, she aids in the management of over $415M in OUSW(C) resources to improve accountability, agility, and mission readiness. Ms. Carder’s civil service career includes joint and service-level commands including Headquarters Air Force (SAF/FME), USTRANSCOM (TCJ8), and AFSPC Cyberspace Support Squadron, and the Air Force Network Integration Center. A dedicated lifelong learner, Ms. Carder holds a Master of Science in Organizational Management, alongside Bachelor’s degrees in Education and Business Administration from Peru State College. She is a graduate of the Defense Contract Audit Agency’s Director's Development Program in Leadership (DDPL). A decorated public servant and military veteran, her accolades include the OSD Exceptional Civilian Service Award, OSD Award for Excellence, Defense Meritorious Service Medal, and numerous Air Force Commendation and Achievement Medals.
