Steven Mackey is Chief of the Federal Financial Assistance Branch in the Office of Federal Financial Management at the Office of Management and Budget (OMB). He is responsible for overseeing policy on Federal financial assistance and Real Property, including 2 CFR 200, the Compliance Supplement, data standards, and grants systems. Prior to joining OMB in 2022, Steven worked at the State Department in a number of positions. He worked as a Grants Officer in the Bureau of Educational and Cultural Affairs; and at the US Embassy in Moscow as an Assistant Cultural Affairs Officer. He also worked at the Bureau of European and Eurasian Affairs as a Branch Chief, coordinating funding for grants and programs throughout Europe. Finally, Steven worked in the Bureau of Administration as the Director of Federal financial assistance policy, overseeing policy and training on grant for the Department. Before joining government, Steven worked for IREX in Moscow, Russia for over ten years, implementing international programs, including the Edmund S. Muskie Graduate Fellowship program and several programs to combat human trafficking. He has a BA in Slavic Languages and Literature from University of Wisconsin, Madison; and an MA from the Elliot School of International Affairs at the George Washington University.
