Katie McGuiness serves as Chief Financial Officer (CFO) for the U.S. Office of Personnel Management (OPM), where she provides executive leadership for the agency’s financial strategy, operations, and stewardship of one of the largest trust funds in the Federal government. With more than 20 years of Federal financial management experience, she oversees budget formulation and execution, financial reporting, enterprise financial systems, internal controls, and regulatory compliance in support of OPM’s mission to serve the Federal workforce and its retirees. As CFO, Katie leads initiatives that strengthen fiscal accountability, operational transparency, and enterprise-wide financial modernization. She works closely with senior government leaders and interagency partners to advance sound financial governance and improve the effectiveness of Federal financial management practices. Katie represents OPM on the Chief Financial Officers Council (CFOC) and has served as the agency’s representative on the Council on Federal Financial Assistance (COFFA), collaborating with the Office of Management and Budget and other Federal agencies on government-wide financial policy, reporting standards, and grant management initiatives. Prior to joining OPM, Katie served as Deputy Chief Financial Officer at the U.S. Consumer Product Safety Commission (CPSC), where she helped oversee financial operations supporting the agency’s consumer protection mission. Katie is a Certified Public Accountant (CPA) and Certified Government Financial Manager (CGFM). She earned a Bachelor of Science in Business Administration with a concentration in Accounting from the University of Richmond.
