Jose M. Fabre is Vice President at The MIL Corporation, where he leads strategies and partnerships to expand innovative financial management services for federal agencies and strengthen how organizations modernize their operations. In this role, he draws on extensive experience driving transformation in federal financial systems, data analytics, and enterprise processes, building capabilities that help agencies enhance decision‑making and meet rapidly evolving mission demands. Previously, Jose served for more than 21 years in senior leadership roles across the Department of Homeland Security, including ICE Deputy Chief Financial Officer, DHS Deputy Budget Director, and CBP Executive Director of the Budget Directorate. He led multibillion‑dollar portfolios, modernized financial and budget systems, and advanced DHS‑wide improvements through his People–Processes–Tools framework—strengthening workforce capability, elevating analytics, and implementing major automation and modernization initiatives that reshaped financial operations across DHS components.
