Scott Bauer

Mr. Scott Bauer serves as the Executive Director for Business Operations in the Office of the Under Secretary of War (Comptroller), advancing Department‑wide efforts to strengthen the warrior ethos, enhance readiness, and accelerate modernization through disciplined strategy and accountable resource stewardship. He leads the Department of War’s financial management modernization agenda for more than 50,000 FM professionals and oversees talent and acquisition strategy, contract governance, and facilities management. He manages over $415M in OUSW(C) resources to improve accountability, agility, and mission readiness. His previous roles include Vice President of Business Development at Integrated Data Services; Executive Director of Strategy and Operations at the Veterans Health Administration; and Acting Senior Executive Advisor in the Department of Homeland Security’s Office of the Chief Procurement Officer. He also served as Director of Acquisition Human Capital Initiatives and as the DoW Director of Acquisition Career Management and contributed to the Warfighting Acquisition University by helping redesign the acquisition workforce framework for 185,000 professionals. His earlier background includes nearly a decade in financial management, including defending the Air Force’s $167B FY17 budget request to Congress on live television. Mr. Bauer was honored as Wright State University’s 2025 Alumnus of the Year and received the 2025 Roger W. Jones Award for Executive Leadership. He has also earned distinctions from American University and the Departments of War and Homeland Security. His work appears in leading professional journals, and he serves as an OPM LEAG coach.
