Pamela D. Cook, MBA, APMP, is a federal acquisition and business strategy executive with more than 20 years of experience driving accountability, innovation, and high performance across defense and civilian agencies. She currently advises on acquisition strategy, budget development, and program execution at the Advanced Research Projects Agency for Health (ARPA-H), navigating the unique demands of a start-up mission environment within the federal landscape. Her career spans senior roles at NIST, NIH, the U.S. Air Force, the U.S. Space Force, and the SBA, where she directed complex contracting vehicles, Other Transaction Agreements (OTAs), and program oversight. Drawing on a multidisciplinary foundation that bridges federal acquisition and private sector business development, Pamela brings a distinctive lens to procurement innovation — one that integrates technology, research, and development to strengthen operational and financial management.
