Ms. Kelly L. DeGraff serves as the Associate Chief Financial Officer for Budget and Performance at the U.S. Office of Personnel Management (OPM), where she leads modernization of the Budget Office, drives the agency’s performance reporting, and delivers timely, decision-ready financial analysis to senior leadership. In this role, she directs strategic planning, policy development, and cross-agency collaboration to improve transparency, resilience, and execution of budget and performance functions. Her priorities include removing single points of failure, documenting core processes, and building a high-performance budget operation through governance, cross-training, and clearly defined roles. Prior to her current appointment, Ms. DeGraff served as Deputy Associate Director for the Federal Executive Boards at OPM, where she managed strategic partnerships and led nationwide policy coordination and streamlining efforts. She also held several senior leadership roles at FEMA, including Deputy Assistant Administrator (Acting) for the National Preparedness Directorate, where she provided executive oversight of seven national programs and two federal training institutions, and Assistant Administrator (Acting) for the Fund Management Directorate, with responsibility for more than $20 billion in funds. In addition, she served as Director of Insurance and Mitigation Readiness at FEMA, leading the restructuring of a geographically dispersed workforce of 1,800 employees through change management and stakeholder engagement. Earlier in her career, Ms. DeGraff was Director of Disaster Services at AmeriCorps and served as a senior advisor to the White House, where she helped launch national programs including the 21st Century Conservation Service Corps, FEMA Corps, and Resilience AmeriCorps. She also led the design and implementation of a $27 million Gulf Coast ecosystem restoration roadmap.
