Pavel Gvozdov is a financial management professional with more than 20 years of experience in federal accounting, financial reporting, internal controls, and audit remediation. From 2015 to 2024, Mr. Gvozdov served as Director of the Office of Financial Analysis and Reporting at the Federal Housing Administration (FHA), where he led three divisions responsible for accounting, financial reporting, and audit resolution activities supporting more than $1.6 trillion in federal loan guarantees and direct loans. In that role, he oversaw the preparation of FHA's audited financial statements, led efforts to resolve audit findings and strengthen internal controls, and helped the organization achieve nine unmodified audit opinions. He also authored accounting policy guidance that resulted in updates to the U.S. Treasury Financial Manual and was a recipient of the 2020 “Gears of Government” award for his role in managing a HUD team that recaptured over $60 million in obligations and closed over 20 audit recommendations. Prior to FHA, Mr. Gvozdov held financial management and accounting leadership positions at the U.S. Office of Personnel Management, Pretrial Services Agency, BearingPoint, Marcum LLP, NII Holdings, and the National Fish and Wildlife Foundation. He currently serves as a Principal Accountant at the Federal Housing Finance Agency. Mr. Gvozdov is a Certified Public Accountant, Certified Internal Auditor, Certified Government Financial Manager, and licensed attorney.
