Bena Kluegel serves as Director of the Financial Management Quality Service Management Office (FM QSMO) in the U.S. Department of the Treasury’s Bureau of the Fiscal Service. She joined Treasury’s early pre designation efforts after OMB issued M 19 16 in 2019 and has since led the development and expansion of the FM QSMO Marketplace. Under her leadership, the Marketplace has grown to feature more than 35 commercial providers offering over 150 solutions and services, including three core financial systems. Her team advises agencies on financial system modernization and supports strategic use of Marketplace acquisition tools. Ms. Kluegel also oversees the advancement of federal financial management business standards and leads initiatives to engage agency executives and share actionable data and insights related to Treasury programs. With over 30 years of experience in financial management, accounting, and service delivery, she previously managed accounting operations and agency outreach for Fiscal Service’s delinquent debt program and held various financial management roles with the Department of Energy’s Bonneville Power Administration.
