Elizabeth “Beth” Slaughter is the Managing Director for Foreign Assistance and Independent Accounts in the Bureau of the Comptroller and Global Financial Services at the U.S. Department of State. She is leading the consolidation of financial support services across more than 20 bureaus and offices, with responsibility for more than $34 billion in financial resources. Ms. Slaughter leads internal budgeting, accounting, and financial management services for her customers and maintains financial reporting and control processes. Prior to this, she served as the Comptroller for the Bureau of Overseas Buildings Operations (OBO) where she managed all facets of the budget and financial planning, including OBO’s $11 billion dollar construction and maintenance program. Ms. Slaughter was the Director of OBO’s Office of Strategic Planning, where she developed the priorities for the Department’s flagship Real Property Program, which provides $2.2 billion for the acquisition, design, construction, restoration, and maintenance of the Department’s global diplomatic facilities. She was also responsible for the Department’s real property inventory reporting, which includes more than 25,000 assets in 280 locations. Ms. Slaughter has focused her 25-year career in the federal and private sectors on successfully justifying and managing resources in support of mission priorities. She earned a Bachelor of Arts degree from Earlham College and a Masters in Governmental Accounting from Rutgers Business School and holds the Certified Government Financial Manager designation.
