Matthew Utley
Chief Wastewater Treatment Plant Operator
I have spent over 20 years in the municipal utility industry, starting my career right out of high school with a small town in central Illinois. Throughout my career, I've been committed to professional development and currently hold Class A SC certifications in Biological Wastewater Treatment, Water Treatment, Water Distribution, and Physical/Chemical processes, along with Class 1 IL Wastewater Treatment and Class A IL Public Water Supply licenses. Today, I serve as Chief Operator at the City of Monticello, Illinois Wastewater Treatment Plant, where I'm responsible for ensuring reliable, compliant operations that protect our community and environment. I also work as a backup operator for Weston and Sampson Services Inc., which allows me to support multiple utilities and stay connected to the broader water industry. My journey from an entry-level position to chief operator has reinforced my passion for this field and my commitment to operational excellence in water and wastewater management.
