Bryan Stoker, Ph.D.
Field Chief Technology Officer
Dispersive Holdings, Inc.
CURRENT POSITION: Dr. Bryan Stoker retired from NSA in September 2025 after 41 years of service, and is now the Field Chief Technology Officer (CTO) for Dispersive Holdings, Inc. where his primary focus is developing Government and commercial use cases for DARPA-incubated patented technologies implementing a foundational change in cybersecurity methods. This capability segments data streams and dynamically distributes them across all available communications paths (physical and logical) with ephemeral per-session per-channel encryption in accordance with CNSA Suite 2.0 encryption guidelines for quantum threat environments. He is working to apply this “Stealthy, Survivable Networking Overlay” to AI security, data transport security and resilience, and the ability to ensure secure mission continuity on already-compromised endpoint networks and carrier channels without locating or extracting the compromises. He has authored numerous papers explaining how Dispersive ensures mission continuity in DDIL and contested environments; exceeds Jun 2026 Executive Order mandates for Post-Quantum Cryptology (PQC); defends against in-place infrastructure-centric compromises; eliminates threats from emerging AI techniques such as encrypted sidechannel attacks and LLM Deanonymization; extends OSINT, PAI, and Online investigations well beyond simple Managed Attribution; eliminates the “Harvest Now, Decrypt Later” (HNDL) threat today; and more. EDUCATION: Dr. Stoker graduated from North Carolina State University with a Bachelor of Science degree majoring in Electrical Engineering in 1984. He also graduated from The Johns Hopkins University in 1987 with a Master of Science degree in Electrical Engineering specializing in signals processing and communications systems. In 1997, He obtained his Masters and Doctoral degrees in Business Administration from the California Coast University. PRIOR POSITIONS: Dr. Stoker spent the first 12 years of his career at the National Security Agency (NSA) working with space systems and ground processing systems which included signals analysis, systems design, algorithm development, and acquisitions. In 1996, he led the development of active systems and techniques merged with satellite systems. In 2011, he served as the Lead Systems Engineer for the High Performance Computing Directorate. A year later, he accepted a by-name request to move to the Information Assurance Directorate and created NSA’s wireless security assessment program. In May 2015, Dr. Stoker became NSA’s first Associate Technical Director for Research where his focus was improving transition of Research capabilities to mission customers. In February 2019, Dr. Stoker was selected to be the Technical Director for the National Security Operations Center (NSOC) with the primary directive to leverage emerging technologies to enhance NSOC services to the nation. For 3 years beginning in June 2021, Dr. Stoker served as the Technical Director for the USCYBERCOM J2 (Intelligence Directorate). His primary charge was to inspire and develop creativity, innovation, and new methods for the Intelligence Analysts within J2. While there, he won a Joint Capability Technology Demonstration (JCTD) award from the Office of the Secretary of Defense Research & Engineering (OSD R&E) for a program he designed to serve nearly every COCOM and all the services. In June 2024, Dr. Stoker moved back to NSA to apply automation and Artificial Intelligence (AI) to one of NSA’s top mission areas in addition to leading CRYSTALVISTA. PROFESSIONAL BACKGROUND: Dr. Stoker worked 41 years at the National Security Agency (NSA) including 3-years in USCYBERCOM, holds a “Master” rating in NSA’s Technical Track, is a licensed Professional Engineer in the state of Maryland, and holds two DAWIA Level 3 certifications in Program Management and Systems Planning, Research, Development, and Engineering (SPRDE).
