Samantha Horsley serves as the Deputy Product Manager for Product Manager Soldier Clothing and Individual Equipment under Program Executive Office Soldier at Fort Belvoir, Virginia. Ms. Horsley has over 15 years of defense acquisition, lifecycle logistics, and program management experience across the Department of the Army. Prior to her current position, she served as the Acquisition Division Chief for Project Manager Terrestrial Sensors (2023–2025) and Product Lead for the Tactical Intelligence Targeting Access Node under Project Manager Intelligence Systems and Analytics (2019–2023) within Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEW&S).
