Christie Guinn

Christie Guinn has been the Bureau Chief of the Exempt Services & Programs Bureau of New Mexico’s Health Care Authority, Medical Assistance Division since September 2024. She holds a Master’s degree from New Mexico State University. She was the School Health Manager for 9 years and also spent 6 years as a district level coordinator for the Medicaid School-Based Services Program. Her role includes oversight of the NM Medicaid School-Based Services (MSBS) Program. Christie guided NM through a State Plan Amendment and the transition to cost-based reimbursement in 2016. In 2022, she led the state through Free-Care Expansion. The NM MSBS Program currently provides over $85 million federal dollars annually to participating school districts in NM. Christie has also served in various positions on the Board of Directors for the National Alliance for Medicaid in Education, including as President in 2019. She is currently the NAME Governmental Affairs Committee Chair.
