Howard Cutler is the Vice President, Payer Strategies, for the Acute Care Division at UHS. He is an executive leader overseeing a staff of professionals responsible for contract negotiations and operations, pay-for-performance program development, related revenue cycle management activities and overall relationship management for national and regional commercial and government programs payers which account for $3.6 billion in annual revenue for twenty-six (26) hospitals in seven states and the District of Columbia, including Florida, Nevada, Texas and California. Lead executive overseeing enterprise transition from fee-for-service to fee-for-value revenue, including private payer and public sector (e.g., CMS BPCI) programs. Cutler has extensive experience in managed care contracting and health care financing, including as Vice President of Network Development for Coventry’s Pennsylvania subsidiary, HealthAmerica, and Regional Head of Medical Economics for Aetna’s Mid-Atlantic Region (which included Pennsylvania). He earned an MBA and law degree, cum laude, from Temple University and dual undergraduate degrees in Marketing and Political Science from the University of Pennsylvania.
