Deborah Rose, PsyD, joined the Institute for Community Living (ICL) in 2017 as Deputy Chief Operating Officer. Dr. Rose previously served at Healthfirst, where she was Director of Behavioral Health and Recovery Plans, overseeing Health and Community Based services (HCBS). Prior to Healthfirst, Dr. Rose was with the New York City Health and Hospitals Corporation (NYC HHC) as the Director of the Health Home service. Earlier positions include Deputy Executive Director of Urban Pathways, a New York City non-profit community-based housing agency dedicated to mentally ill and/or substance abusing homeless and at-risk of becoming homeless adults, and Clinical Director of Ambulatory Behavioral Health Services at Saint Vincent Catholic Medical Centers. Additional appointments includes Rikers Island and Bellevue Hospital Center’s Behavioral Health divisions. Dr. Rose has extensive experience in healthcare program development and operationalizing new initiatives, including supportive housing. She is skilled in managed Medicaid, nonprofit management, integrated care, program evaluation and regulatory adherence. Dr. Rose earned her Doctorate in Clinical Psychology at Long Island University/CW Post and her Bachelor’s degree at Adelphi University.
