Mr. Carver is NENA’s PSAP Operations Director, who oversees projects related to current, emerging, and prospective issues affecting 9-1-1 centers (PSAPs), with a strong focus on preparing these stakeholders for Next Generation 9-1-1 implementations. Mr. Carver will also work with the developers of consumer and enterprise communications products and applications that may interface with public safety systems, to ensure that they are designed and deployed with the needs of current and future 9-1-1 systems in mind. Mr. Carver is a twenty-year public safety communications veteran, starting as a Fire/EMS dispatcher in Central Ohio in 1995. In 2000, he transitioned to the Fire Department in New York City where he rose to the rank of director of fire dispatch operations. During this time, he worked for many large-scale events, ranging from Superstorm Sandy in 2012 to the Blizzard of December 2010 and the Port Mobil explosion and blackout of 2003. During his time in New York, Carver became a very active writer and speaker on public safety communications, leadership, and best practices. A strong proponent of professional education, Carver earned his Masters Degree (MPA-emergency management) in 2007 from Jacksonville State University. He holds ENP and RPL certifications from NENA and APCO respectively, and is a graduate of NENA’s Center Manager Certification Program. Beyond his work in the 9-1-1 center, Carver also served as an adjunct professor at the John Jay College of Criminal Justice in NYC, designing and instructing a class on public safety dispatching for non-dispatchers.
