Mr. Parsons, a 31-year civilian engineer with Program Executive Office (PEO) Space Systems, is currently serving as the Technical Director for the Mobile User Objective System (MUOS) program within the Navy’s Communications Satellite Program Office (PMW-146). Mr. Parsons has served as the Technical Director, the lead technical advisor and engineer for the MUOS program since April 2010. Mr. Parsons served as the MUOS Integrated Ground lead from contract award until December 2005. Prior to contract award, Mr. Parsons was one of the lead advisors to the MUOS program office during the Concept Exploration and Concept Advanced Development phases of the program. Mr. Parsons worked as the RF Communications Systems Division Manager for Space and Naval Warfare Systems Center Pacific (code 552) from December 2005 through April 2010, responsible for 150 military and civilian employees and 100s of on-site contractors overseeing $50M annual Department of Defense and other government-sponsored research, development, test, evaluation, and production activities. Mr. Parsons has extensive technical experience with Space, Satellite Communication systems, and terminals, including the JTRS Technology Laboratory (JTEL) project manager from 2002-2004 and the Joint (UHF) MILSATCOM Network Integrated (JMINI) Control System project manager from 1996 – 2001. Mr. Parsons holds a Masters Degree in Electrical Engineering from San Diego State University and a Bachelorette Degree in Electrical Engineering from U.C. San Diego.
