Barbara Baker is the Division Chief, Acquisition Center of Excellence, Program Management and Integration Office, Space and Missile Systems Center (SMC), Los Angeles AFB, CA. Her division is responsible for providing SMC program teams “hands-on” support, advice, and assistance for all pre-award acquisition processes for launch vehicles, satellites and the associated command and control systems. Her team identifies documentation requirements, overall milestone decision process flow, tools and templates, as well as ways in which to streamline and improve SMC program success in the pre-award process. She leads a team of subject matter experts who provides pre-award training to SMC program teams covering over 40 areas, maintains regulations and policy guidance on the acquisition process and disseminates information through an on-line, automated website. Mrs. Baker has over 23 years of DoD experience, this includes 14 years within the Space Control Mission area, 5 years within the Position, Navigation and Timing (PNT) mission area, 20 years of DoD Acquisition experience, 15 years as a government employee and 8 years as a DoD support contractor. She has a broad experience across the acquisition lifecycle, including acquisition planning, development and production execution, capability fielding, and disposal. Mrs. Baker has experience on a wide breadth of programs that include space vehicle/satellite systems, space command and control (C2), ground antenna deployables, software, and information technology, with experience spanning unclassified and classified systems and organizations. Born in Duarte CA, Mrs. Baker enlisted in the Air Force in April 1993 and separated in September 2000. Prior to accepting a position in May 2008 in the Civilian Service ranks, she worked for BAE Systems and AT&T Government Solutions.
