Mr. Morris is responsible for the systems engineering of the $40B MILSATCOM portfolio of programs, including the Defense Satellite Communications System (DSCS), Milstar, Global Broadcast Service (GBS), the Wideband Global SATCOM (WGS), the Advanced EHF (AEHF) program, the Enhanced Polar System (EPS), the Command and Control System-Consolidated (CCS-C), and associated Terminals programs. Mr. Morris entered the Air Force in 1982 after graduating from the Iowa State University. He served as a Minuteman II Missile Combat Crew Commander, 351st Strategic Missile Wing, Whiteman AFB, Missouri, including qualification in the Emergency Rocket Communications System and assignment as the Senior Instructor Missile Combat Crew Commander. In 1986 Mr. Morris was assigned to the 4315th Combat Crew Training Squadron, Vandenberg AFB, California, serving as Academic Instructor and Flight Commander for Curriculum Development. In 1992, Mr. Morris was assigned to the NAVSTAR Global Positioning System Joint Program Office, serving as Program Manager, GPS Satellites. Mr. Morris simultaneously led the $400M Launch and Orbital Operations Support Contract for 28 GPS Block IIA satellites and the $1.1B acquisition of GPS Block IIR satellites. Mr. Morris directed preparation and launch of six GPS satellites. Mr. Morris was assigned to the Satellite and Launch Control Systems Program Office in 1997, serving as Program Manager, Spacelift Range Systems. Mr. Morris led the source selection team for the $1.3B Spacelift Range Systems Contract, and managed the modernization and sustainment effort for the nation’s two major launch ranges. In 2003 Mr. Morris retired from the Air Force and entered Civil Service. Mr. Morris joined the MILSATCOM Directorate and served as Chief, AEHF Systems Integration Branch, Chief, AEHF Systems Engineering and Integration Branch, and Chief Engineer.
