Dave Russel is a 26-year veteran of the United States Air Force with a focus on Joint Operations. He was the first Global Satellite Support Center UHF Satellite operations watch lead at USSPACECOM; the UHF Satellite Operations Manager (SOM) at USSTRATCOM; the DoD Satellite Operations Branch Chief at JTFGNO; and the DoD GATEWAY Deputy Division Chief at the Defense Information Systems Administration (DISA). Dave is a “plank owner” of the UHF SATCOM Operations Watch Floor at US Space Command, Peterson AFB, Colorado Springs, CO. He was the first Civilian Satellite Operations Manager (SOM) responsible for the day to day operational management of all UHF satellites, providing direct support to all COCOMs, Services, Agencies and users utilizing UHF SATCOM for DoD operations. He was an innovator of UHF satellite operations through the development and employment of unique payload configurations (Dual Digital Receive Unit operation) spectrum utilization (frequency reuse), and waveform integration (Integrated Waveform development and operationalization).
