Gary currently serves as the President of GPM Consulting LLC where he provides management, strategic planning, and acquisition consulting services. He retired from Federal Government in January 2018 after nearly 34 years of Federal Service. His last position in the Government was as the Program Executive Officer for Command, Control, Communications-Tactical (PEO C3T), where he led a workforce of more than 1,600 personnel to acquire, field and support the communications networks, radios, satellite systems and other computing hardware and software to enable mission command on the battlefield. Prior to taking on the position as the Program Executive Officer, he served as the U.S. Army Communications-Electronics Command (CECOM) Deputy to the Commanding General from Nov 2011 to June 2015, where he worked with the commander in the development and execution of organizational goals, objectives, and policies aimed at providing world-class, integrated Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) sustainment and support to the Soldier. He also served as the Executive Deputy to the Commander, U.S. Army Research, Development, and Engineering Command, RDECOM, APG, MD; the Director, Communications Electronics Research Development and Engineering Center, RDECOM, Fort Monmouth, NJ; the Associate Director for Technology, Communications Electronics Research Development and Engineering Center, RDECOM, Fort Monmouth, NJ; and various position within PM Tactical Radios and PM MILSATCOM. He holds a MS, Engineering Management degree from the University of Pennsylvania, and a BS, Electrical Engineering from Norwich University. He is also a graduate of the Program for Management Development at the Harvard Business School and the DAU Program Manager’s Course. His awards include the Presidential Rank Award – Distinguished and Meritorious, 3 Decorations for Exceptional Civilian Service, 2 Meritorious Civilian Service Awards, the Department of the Army Diversity and Leadership Award, the Department of the Army PEO of the Year for Small Business Awards, the Northeastern Maryland Technology Council Visionary Award and the AFCEA Benjamin H. Oliver Gold Medal for Engineering award. He is a member of the Armed Forces Communications Electronics Association, the Association of the United States Army (AUSA), the Signal Corps Regimental Association, and the Field Artillery Association He and his wife Jane have three children, Joshua, Jessica, and Jeremy.
