Colonel Carl A. Young retires having served over twenty-seven years in the South Carolina Army National Guard culminating as the Chief of Staff to the Deputy Commanding General – Army National Guard (ARNG) and National Guard Advisor to the Commanding General and Staff at the Cyber Center of Excellence, Fort Gordon, Georgia. COL Young enlisted in the 228th Signal Brigade, South Carolina Army National Guard (SCARNG) in August 1994. He graduated from Wofford College with a bachelor’s degree in History and Government in 1996 and received his commission in the Signal Corps through the Army Reserve Officer Training Corps. He gained company-level experience in various assignments throughout the 151st Signal Battalion, 218th Infantry Brigade (Heavy), and 228th Signal Brigade (SCARNG). In 2001, COL Young assumed a Title 32 Active Guard-Reserve (AGR) position as the Brigade Plans Officer with the 228th Signal Brigade. In 2003, he deployed with the 151st Signal Battalion, 11th Signal Brigade, in support of Operation IRAQI FREEDOM. In 2006, COL Young accepted a Title 10 AGR position at the National Guard Bureau in Arlington, Virginia, as the ARNG Signal Organizational Integrator and later ARNG Command Plan Manager in the ARNG G3. He later served as the ARNG Enterprise Architect and Chief of Information Technology Policy and Governance in the ARNG G6. Following this tour, he gained joint experience in the Joint Staff J5 as the Chief of War Plans Policy in the Joint Operational War Plans Division. Prior to joining the Cyber Center of Excellence, he served in the Headquarters, Department of the Army CIO/G6 as the Chief of the Architecture and Data Division. COL Young commanded Headquarters and Headquarters Company, 228th Signal Brigade from 2004 to 2005 and later the 151st Expeditionary Signal Battalion from 2015 to 2017. COL Young is a joint-qualified Signal, Cyberspace, Information Systems Management, and Force Management officer. He holds a Master of Arts in History from George Mason University, a Master of Strategic Studies from the United States Army War College, and a graduate certificate from the National Defense University’s iCollege as a Chief Information Officer. He is a Certified Information Systems Security Professional, a Project Management Professional, a Certified Business Continuity Professional, and a graduate of the Army War College; Advanced Joint Professional Military Education at the Joint Forces Staff College; and other courses commensurate with his rank. His decorations and badges include the Combat Action Badge, the Joint Staff Identification Badge, the Army Staff Identification Badge, the Defense Meritorious Service Medal, four Meritorious Service Medals, the Joint Service Commendation Medal, six Army Commendation Medals, the Signal Corps Regimental Association’s Bronze Order of Mercury, and the Military Cyber Professional Association’s Silver Order of Thor.
