Dr. Lisa Skumatz, head of the consulting firm Skumatz Economic Research Associates (SERA), is an economist with more than 40 years of experience in solid waste, working with cities, counties, states, and federal clients across the US and Canada. She uses quantitative and evaluation methods designed to better inform smart decision-making in solid waste. Dr. Skumatz is well-known for her work in PAYT, and her 150 publications in effective and cost-effective solid waste management strategies. She received three national lifetime achievement awards for her work in solid waste, including from SWANA.
