Susan Alexander wrote the first solid waste plan for the Central Vermont Solid Waste District, then a consortium of 54 towns, following the passage of Vermont's first significant solid waste law in 1991. Once the plan was adopted she transitioned to the consulting field working on water quality issues across the US and managing a team of computer modelers, geoscientists and spatial analysts. She served on the boards of the Highfields Composting Institute from 2004 through 2010 as well as the Cabot Waste Water Commission from 2000 to 2003. In 2009, Alexander returned to solid waste work in Vermont just as Act 148 was passed as the most comprehensive and restrictive state law in the country. Act 148 (aka the Universal Recycling Law) required implementation of pay-as-you-throw ordinances for residential and commercial solid waste, banned leaf/yard waste, recyclables, and food scraps from landfill disposal, and established a hierarchy of best practices for organics. Susan leads the LRSWMD organization which operates 6 recycling facilities, a redemption center, and a composting facility and has an assiduous staff of 22 employees. She has B.S. from Cornell University.
