Lawrence E. Kingsley is originally from New York State. He did his undergraduate work in physics at Clarkson College of Technology in Potsdam, New York. He then went on to the University of Rochester to pursue graduate studies in physics, earning first an M.A. and eventually a Ph.D. in physics. His graduate research was partially funded by Army Research Lab (then LABCOM). Dr. Kingsley continued research at the University of Toronto as a Post-Doctoral Fellow, living in Canada for a period before joining Army Research Lab in 1991. After several years, Dr. Kingsley transferred to CECOM to work in satellite communications. He spent several years with the DSCS program office at Fort Monmouth, primarily investigating how various networking protocols (ATM, Frame Relay, & IP) behaved over satellite links, monitoring research contracts, as well as working with terminal and modem certification. Dr. Kingsley left CECOM and moved to Washington, D.C. to join COMSAT Laboratories in 1997, which was later acquired by ViaSat. Dr. Kingsley was involved in the development and introduction of several of COMSAT Labs advanced satellite networking systems, such as the LinkWay mesh TDMA system and the LinkStar DVB-based VSAT system. For the past 20 years, Dr. Kingsley has been designing and implementing satellite networks using ViaSat-based solutions for both commercial and Government customers, being involved with customers from the proposal stage, through implementation, training, and sustaining support. He has been supporting the US Army WIN-T Inc1 LinkWay-based network since its inception almost 10 years ago. He has also been working at ViaSat, as well, to improve the state of the art of satellite networking. In particular, Dr. Kingsley has been involved with improving the LinkWay system, adding features such as COTM, ACSM, WGS Multi-SpotBeam support, and enhanced resiliency.
