Ellen Price has more than 26 years’ experience in local government finance, budgeting and solid waste. After beginning her career with the City of Fayetteville (NC), she joined the City of Charlotte (NC) Solid Waste Services Department (SWS) in 1997 as an Administrative Officer, then Business Manager, and currently as Deputy Director for Administration, overseeing the department’s budget, contracts, technology and facilities. She played an integral role in the transition of SWS’ business model from managed competition and optimization to benchmarking in 2010. Ms. Price developed the cost models for these changes and for the implementation of the bi-weekly single-stream recycling program. She serves on the Board of NC SWANA and is also a member of the NC Local Government Budget Association and the American Society for Public Administrators.
