As Deputy Chief Engineer and lead for System Engineering at Naval Information Warfare Center (NIWC) Pacific, Tim Gramp leads Center efforts to define and implement systems and software engineering processes and standards. Working with NAVWAR’s Office of the Chief Engineer and across the Naval Research and Development Establishment, Gramp works across projects and departments to identify and develop technical solutions to requirements gaps and critical technology issues. He leads technical reviews and also serves as a senior advisor on the technical tools, workforce development and infrastructure needed to support NIWC Pacific projects both today and in the future. Prior to his current role, Gramp led System Engineering efforts on behalf of the Space & Missile Systems Center as Chief Engineer for the Enterprise Space Battle Management Command & Control Program. Before rejoining NIWC Pacific, Gramp served as the Technical Director for DISA Services Development and was responsible for ensuring the effective and efficient acquisition, management and use of new technologies and information systems supporting DISA and its Mission Partners. The Services Development portfolio consisted of internal DISA business systems; Enterprise collaboration services; Command & Control capabilities including the Global Command & Control System–Joint (GCCS–J); Coalition Services such as Mission Partner Environment; and commercial cloud access. Gramp also served as the GCCS–J Chief Engineer developing Command & Control (C2) information systems and participating in the development of Defense Department-wide C2 policy, guidelines, architectures, frameworks and implementations. GCCS-J provides C2 capabilities to the DoD, DHS, DoE, DoS, and 14 foreign partners, resulting in timely situational understanding and awareness of military operations, intelligence products, and the ability to plan and execute military operations across the spectrum of conflict. Prior to his time with DISA, Gramp served as the Senior Technical Advisor for the Unclassified Information Sharing Service (UISS) providing technical review and evaluation of engineering proposals including network architecture and system implementation while coordinating diverse engineering teams composed of multiple government and contractor organizations. Before joining the civil service, Gramp worked in the private sector for more than 10 years managing system integration efforts for several operational systems supporting US Pacific Command. He managed research and development activities to include pilots of new technologies and presented recommendations for adoption and integration. As a software developer and team lead, he drove the adoption of agile development practices that led to the rapid delivery of information sharing, collaboration and communication, and Joint exercise planning software in support of the Pacific Area of Operations.
