Phil Hoover has 40 years’ experience in the management, engineering, licensing, permitting, design, rehab/upgrading and operations of hydropower projects of all sizes. He has a broad background in the development of projects from initial formulation through financing, design and commissioning in both the public and private sectors. Aside from consulting services, Hoover manages the operations of a 14.5-MW hydroelectric project in Northern California, USA. He has had the opportunity to work internationally in Asia, the Americas, Africa and Eastern Europe, He has had assignments on projects as small as 50-kW village power and as large as a 6,000-MW project in Siberia. Hoover is a degreed Civil Engineer with a MBA focused on Finance.
