Mr. Halpin holds a Bachelor of Arts in Biology from Salem State College, a Master of Science in Environmental Engineering from the University of Massachusetts, and has recently done additional graduate course work in Systems Science at Portland State University. Mr. Halpin has held NERC certification as System Operator for Reliability Coordination for over 10 years, is a member of the WECC Operating Committee, has served on numerous industry committees and sub committees. Mr. Halpin has 25 years’ experience in real time operations of the Federal Columbia River Power System comprised of over 100 individual units and approximately 22,000 Megawatts of generating capacity. Mr. Halpin’s current position is Supervisory Physical Scientist for the real time hydro operations and generation scheduling group at Bonneville Power Administration
