Harlan Delzer has been working in Southern California since 1978. Starting in cancer research and small business pharmaceutical manufacturing. Realizing that California is “all about water” – Harlan joined a water agency, Inland Empire Utilities Agency more than 30 years ago. Currently, serving as a Contract and Programs Administrator, within the Contracts and Procurement Department, he is supporting the nearly 20% of the California economy that is the Water Industry, with more than 100 contracts each year. Contracts on his desk range from Janitorial services, Security services, trucking, HVAC, Industrial Boilers, earthwork (heavy equipment) support for the Groundwater Recharge Program, the Regional Composting Facility’s operation, a number of Water Use Efficient Programs, and for nearly 11 years, now, the Small Business Outreach Program.
