Patrick Bird serves as the chief of the Air Permits, Toxics, and Indoor Programs Branch at US EPA Region 1. Patrick has 8 years’ experience with EPA Region 1, all related to implementing the Clean Air Act. In his current role, Patrick manages a team of scientists and engineers engaged in Clean Air Act permitting of Outer Continental Shelf sources in Federal waters off the coast of New England, which includes offshore wind energy installations in the Massachusetts and Rhode Island wind development areas. Patrick also oversees federal oversight activities related to the implementation of Clean Air Act permitting, solid waste combustion, New Source Performance Standards, and National Emission Standards for Hazardous Air Pollutants for New England state air agencies and the regulated community. He holds an MS in Environmental Science and Policy from Clark University and a BS from the School of Natural Resources at the University of Vermont.
