Dr. Miller is a well-known metrologist who obtained his Ph.D. in Physical Chemistry from Cornell University (1994). He joined the National Institute of Standards and Technology in 1996, in 2013 became the Optical Radiation Group Leader. He is active in standards organization and professional societies, such as Past Chair of IES Testing Procedure Committee, member of ASTM, ISCC, etc.
