William Caruso, Managing Director, Archer Public Affairs, and Partner, Archer & Greiner, has been active in NJ’s gov't/legislative affairs for nearly 2 decades. He leads Archer’s Cannabis Law Group & is a recognized expert in state/federal cannabis law. He is a founding member of the NJUMR Steering Committee, a partnership committed to changing NJ’s laws to legalize/tax/regulate marijuana for adults 21 & older, and a board member of NJCIA, dedicated to advancing cannabis legalization. He has been a leader in cannabis policy at the state/federal level. He is highly experienced in related areas of law that directly impact cannabis law & is dedicated to helping clients comply with evolving cannabis laws ethically & responsibly. He leads Archer Public Affairs, which provides gov't/regulatory affairs advice/advocacy to NJ/PA/DE businesses. He serves on the Law and Justice Committee of Gov. Murphy’s Transition2018 advisory team, analyzing/making recommendations on various issues facing NJ. He served as Exec. Director of the NJ Assembly Majority Ofc. where he was responsible for developing/implementing policy agenda. As top aide to Speaker Oliver, he served as lead staff negotiator on all policy matters & as liaison to the Gov.’s office/Senate/state depts. He helped shepherd through landmark legislation, incl. pension/health benefits reform. He also served as Chief of Staff for US Rep. Rob Andrews, overseeing all aspects of his policy/public relations agenda, specializing in economic development/education/defense policy. He also served as Democratic legal/public relations advisor to the 2011 NJ Apportionment Commission, tasked with redrawing the lines of the state’s legislative districts. He is one of NJ’s most influential political/policy players & is a sought-after speaker on cannabis law/gov't affairs. He earned his B.A. from Bucknell University and his J.D. from Rutgers University School of Law-Camden.
