Michael Bevis, JD, CPPO, CPSM, C.P.M., DBIA, CJP is an internationally recognized thought leader in the public procurement profession. He has over 30 years of legal and procurement experience and is currently Chief Procurement Officer for the City of Norfolk, Virginia, where he is charged with integrating business, technology, operations and budgeting goals to further the City’s commitment to grow Norfolk’s economy and adopt programs that build a solid foundation for partnering with the business community. He currently serves as the Chairman of the Governing Board of NIGP, the Institute for Public Procurement; represents the International Federation of Purchasing and Supply Management on the Global Standard Board and is the Industry Chair for the Center for Job Order Contracting Excellence (CJE). His experiences include Purchasing Officer for Arlington County, Virginia, Deputy Purchasing for the City of Chicago, Purchasing Manager for the Chicago Park District, and Chief Procurement Officer for the City of Naperville, Illinois. Michael is a graduate of Georgetown University Law School (J.D.), and has pursued post graduate studies at DePaul University, North Central College and Northern Illinois University. Prior to focusing on procurement and supply management he practiced law in Illinois, Ohio, and before several Federal courts. He has been recognized for his professionalism and leadership with several local, regional and national and international awards including NIGP’s Distinguished Service Award (2011), IFPSM’s Spangler Award (2011), NIGP’s Professional Purchasing Manager of the Year 2005, Manager of the Year 2004 from the Illinois Association of Public Procurement Officials, the Pareto Award of Excellence (Naperville 2004), the Achievement of Excellence in Procurement Award (Naperville 2000-2015) and numerous others.
