Elizabeth Millwee, CPPB current serves as the Supervising Program Administrator for the Santa Clara Valley Water District Purchasing Section within the Purchasing and Contracts Unit where she manages a team of procurement professionals responsible for issuing POs, RFQs, ITBs, and RFPs, resolving warehouse discrepancies, and managing Valley Water’s gas and pcard card programs, and Valley Water’s travel program. Prior to joining Valley Water in May 2018, she served as the Senior Buyer for the City of Santa Cruz, where she managed all of the city-wide contracts, and conducted quarterly city-wide trainings for managers on a multitude of topics. In January 2018, she was tapped by the City’s Finance Director to lead an initiative to close a $5.5 million budget gap in the city’s General Fund. In this role, Elizabeth led a team of six facilitators from Finance to produce a set of Action Labs for over 70 budget leads. In January 2019, the City of Santa Cruz was awarded the 2018 Innovation Award by the California Society Municipal Finance Officials (CSMFO) for this Fiscal Sustainability Action Lab initiative. Prior to her time in the public sector, Elizabeth spent nearly 10 years working in procurement, new product launch, and product management in the consumer electronics industry. Elizabeth holds a Bachelors of Business Administration from James Madison University and a Masters of Business Administration from the University of Central Oklahoma.
