Carlos Otal is the National Managing Partner of Grant Thornton Public Sector. In this capacity, he leads the firm’s government contracting practice, which is dedicated to improving the missions of the U.S. federal government, and state, local, and municipal governments around the country. Grant Thornton Public Sector helps executives and managers at all levels of government maximize performance and efficiency in the face of ever tightening budgets and increased demand for services. With over 28 years’ experience, Mr. Otal is well-versed in creating, protecting and transforming value for his clients primarily in the assessment and implementation of enterprise systems. Mr. Otal provides expertise related to government, aligning systems with business functions to increase efficiency and measurably improving performance in support of agency missions and in alignment with the President's Management Agenda (PMA). Prior to joining Grant Thornton in 2005, Mr. Otal was an Associate Partner with IBM Business Consulting Services (formerly PricewaterhouseCoopers, formerly Price Waterhouse) where he worked to leverage IBM-PwC’s successful commercial PeopleSoft Financials practice to further develop the PeopleSoft public sector practice. Mr. Otal has a B.S. in Accounting from Virginia Tech, a Certificate in Project Management from The George Washington University, and has several years of experience in private sector and nonprofit financial statement auditing.
