Richard Haley

Mr. Richard Haley recently was appointed by the Director as the Executive Assistant Director of Information Technology Branch. Prior to this new role, EAD Haley was the Chief Financial Officer (CFO) for the Federal Bureau of Investigation’s (FBI). In this position, Mr. Haley was responsible for the oversight and execution of over $9 billion in government funding, including management of all budget, procurement, and accounting operations. Prior to serving as CFO, Mr. Haley was the Deputy CFO. In 2014, Mr. Haley assumed responsibility for management of the FBI’s facilities and real property portfolio as the Assistant Director of Facilities. In this capacity, Mr. Haley oversaw a global inventory of over 400 owned and leased facilities. Prior to joining the FBI, Mr. Haley served as the Deputy Budget Director for the Department of Justice, where he was responsible for financial oversight of the Department’s law enforcement and litigation components. Mr. Haley also served as Director of the Business Management Fund at the National Oceanic and Atmospheric Administration (NOAA), at the Department of Commerce, and as a budget examiner at the former Immigration and Naturalization Services (INS). Prior to his civilian government career, Mr. Haley served as an Intelligence Officer in the United States Military. He earned a Master’s degree in Public Administration and an Undergraduate degree in Political Science and Economics. He is a graduate of the Harvard Business School’s Advanced Management Program. Mr. Haley has received the FBI Director's Award for Excellence in Management, Distinguished and Meritorious Presidential Rank Awards, and he was previously named a Federal 100 recipient.
