Raphael Torres is a consulting engineer in the areas of water resources and hydro-electric power. His main focus is on organizational and management issues. He currently serves as a senior executive advisor to the California Department of Water Resources (DWR) from where he retired in 2012 after 35 years of service. His last position with DWR was as Deputy Director of the California State Water Project, having been appointed by then Governor Schwarzenegger in 2006. Other positions he held with DWR included Executive Manager for the Relicensing of the Oroville Dam Facilites. Division Chief of the Division of Engineering, Assistant Chief of the Division of Operations and Maintenance, Chief of the Civil Engineering Branch, Chief of the Canals and Levees Section, and geotechnical specialist. He has also provided consulting services to other state agencies and to private engineering consulting firms.
