President and General Counsel Cathrin Banks handles MDDE’s executive affairs, legal matters, government relations, and marketing. Ms. Banks holds a degree in Government & Politics from the University of Maryland at College Park, and a law degree from the University of Maryland Carey School of Law. She is admitted to practice in Maryland and the District of Columbia. After a clerkship with the Honorable Albert J. Matricciani, Jr. of the Maryland Court of Special Appeals, Ms. Banks joined the trial law firm of Salsbury, Clements, Bekman, Marder and Adkins, LLC in Baltimore. In 2015, Ms. Banks joined The Maryland and Delaware Railroad Company (MDDE) as Assistant General Counsel, was named Vice President and General Counsel in 2016, and President and General Counsel in 2019. Ms. Banks has also worked for Maryland Senate President Thomas V. “Mike” Miller, Jr. and Maryland Comptroller Peter Franchot. During her time as a trial attorney, Ms. Banks gained considerable trial and litigation experience, handling a large number of complex civil cases. She also has extensive knowledge of the arbitration and mediation process, as well as the Maryland Legislature and its Executive Branch, making her well suited to handle government relations. Since joining the railroad industry, Ms. Banks has become familiar with a broad range of railroad-related legal matters and administrative issues. She is a member of the League of Railroad Industry Women, a member of the Board of Directors of the Women’s Law Center of Maryland, and co-chair of the Mount Washington Pediatric Hospital Gala Committee.
