Casey Houlihan serves as the Executive Director of the Oregon Retailers of Cannabis Association [ORCA], a statewide trade association of over three hundred and fifty businesses that share a goal of a creating vibrant and thriving retail cannabis market. He has been actively involved in developing public policy in Oregon for years, both in cannabis and other arenas. He led the statewide field campaign for Measure 91 with New Approach Oregon in 2014, and helped to qualify the measure for the ballot earlier that same year. He's has worked as a labor organizer, a legislative assistant in the Oregon Legislature, Deputy Communications Director for two Eugene-area state representatives, and has worked on campaigns of all shapes and sizes in all corners of the map.
