James A. Harris III is a Senior Manager within Accenture’s Finance and Enterprise Performance (F&EP) Practice, where he helps federal financial leaders to develop and implement effective strategies to acquire, implement and maximize the value of enterprise technologies and operation models. James has over 18 years of experience in leading administrative transformation projects within the public sector as both a management consultant and public administrator. Prior to this role with Accenture, James was the Director of Change Management at the University of Chicago, where he designed and implemented a change management strategy to support the University’s shared services program. He also served as the Budget and Finance Manager for the Village of Oak Park, Illinois. James holds a Master of Science Degree from Carnegie Mellon University’s Heinz College of Public Policy and Management and a Bachelor of Arts Degree from the University of California at Berkeley.
