Tracks: Legal and Policy Issues

The impact of AVs and CVs on the business models and existing laws and regulations on the passenger for hire markets at various levels of automation will be explored, including commercial liability insurance (and new insurance lines and models), shifting responsibility of tort liability (from negligence to products liability), workforce and labor impacts and safety regulations, as well as data security and privacy concerns, just to name a few. The issue of governance, and what policies, rules and laws need to be changed or addressed at various levels of automation to prepare for the future will be discussed, and which if any licensed services will remain as viable businesses at the highest levels of automation with technology and automobile manufacturers possibly taking complete control of mobility services. What type of licenses may be required, and what regulators, businesses and legislators can do to prepare for the future and to begin to address these important issues will be discussed.
